Bruce D. Carter, P.E.

Mr. Carter has worked as an environmental professional for 30 years.  He began his career in 1971 working first in the Division of Water Quality in Muncie , Indiana then as  a consultant to industry.  In 1982 he moved to Elkhart , where he worked for two years as Elkhart City Engineer and four years as Director of Environmental Affairs for Miles Inc.  From 1986-1988, he served as State Representative for the Third District.  In 1987 he established the consulting business he continues to head.

In his experiences, Mr. Carter has served as both a consultant and in-house staff member to a broad range of manufacturing and governmental entities.   In this capacity, Mr. Carter has advised numerous facilities on a broad range of environmental issues including solid and hazardous waste, ground water contamination, air emissions, and wastewater and pretreatment concerns.  Specifically, Mr. Carter has been responsible for the following projects:

  • Investigation, design and construction of remedial measures for a major municipal   well field groundwater contamination project in Northern Indiana ;

§         Permitting, construction and upgrade of a 18-MGD municipal wastewater treatment plant;

§         Design, construction and startup of an interceptor well system that protected a municipal well field from ground water contamination;

§         Permitting, construction and startup of a $13 million wastewater pretreatment plant for a pharmaceutical facility; and

§         Permitting and construction of a sanitary landfill under newly-promulgated landfill design standards.

Recently Mr. Carter has advised numerous manufacturing facilities regarding air emissions issues.  Mr. Carter has directed staff at BCA in providing Prevention of Significant Deterioration (PSD) analysis, air emissions inventories, air permitting, air permitting strategy development and air consulting services to numerous manufacturing facilities.

In addition, Mr. Carter has a broad background in professional training.  He has served on the staff of Indiana   University ’s Division of Continuing Education and Indiana Vocational Technical Institute’s Division of Continuing Education.  In addition, Mr. Carter has provided seminars on a broad range of topics including hazardous waste, air permitting, Title V permitting, FESOP permitting and operating agreements.

Born in South Bend , Mr. Carter has a Bachelor of Science degree from Ball State University and a Master of Science degree in Environmental Health Engineering from the University of Notre Dame.  From 1987 to 1992, he served on the Indiana Environmental Policy Commission.  He is a Registered Engineer in Indiana .

James P. Perron, Associate

After serving four consecutive terms as Mayor of the City of Elkhart, Jim Perron formed The Perron Group, Inc., a firm dedicated to public policy management, urban affairs innovation, and regional development.  His firm formed an alliance with Bruce Carter Associates, LLC. And more recently merged, forming BCA Consulting, Inc.

During his time as mayor, a major focus of Perron’s administration dealt with environmental issues.  Tackling a severe groundwater contamination problem Perron spearheaded an effort to bring the EPA and the Indiana Department of Health to look at groundwater contamination issues in Elkhart in a more comprehensive way.  The result was that the City of Elkhart was the first city in the United States to be completely grid-sampled by the EPA for groundwater contamination.  Perron’s efforts brought heightened awareness to Elkhart citizens for the need for environmental protection.  The result today is that Elkhart remains a community with the highest participation in citywide curbside recycling in the State of Indiana .  This is particularly remarkable in that recycling is not mandatory by city ordinance.  Citizen awareness has brought community participation and compliance.

Perron’s administration also brought environmental awareness through the redevelopment of a former municipal dump into an environmental park known as the Elkhart Environmental Center .  Today it is a nationally recognized model for environmental redevelopment with an educational theme directed to Elkhart area children.  Mayor Perron was particularly instrumental in bringing about reform to the EPA’s Superfund Program.  In 1990, Perron identified what essentially became known as the brownfield problem even before the term “brownfields” were coined sometime in the mid 1990’s.  His administration’s efforts to redevelop an old industrial site in the city’s downtown made it clear that if the city came into the chain of title it would have made the city liable for millions of dollars.   Thus, redevelopment was forestalled for a number of years and it was only recently that the contemplated Riverwalk has actually come under construction.  In 1990, Perron brought the matter to the attention of his national colleagues in the US Conference of Mayors.  He was a presenter at a number of mayoral meetings and it was discovered that the issue of brownfields was one that plagued many cities, particularly older industrial communities throughout the Midwest and the northeast.  He became a member of the Brownfields Task Force and as a result of his initial instigation over ten years ago, significant reforms have taken place in the brownfield arena.

John Kilmer, C.H.M.M.

Mr. Kilmer has over 15 years experience in environmental consulting, primarily in the areas of investigation and remediation of contaminated soil and groundwater, as well as air permitting, hazardous waste, water and regulatory compliance.  He has an M.S. degree in Environmental Engineering from the University of Illinois , a B.A. (double major) in Chemistry and in Environmental Science from the University of Virginia.  He is a Certified Hazardous Materials Manager - Master Level.  He is a member of the Association of Groundwater Scientists and Engineers, and the Indiana Society of Hazardous Materials Managers.

Mr. Kilmer is the manager of the Indianapolis office and is responsible for the technical oversight of all Phase I and Phase II investigation and remediation work performed by BCA.  He has extensive experience in soil and groundwater contaminant investigation and remediation, regulatory compliance for manufacturing facilities and air emissions permitting.  Mr. Kilmer has managed most of BCA’s major site assessment and remediation projects (see Representative Projects) for the last eight years.  His projects have included groundwater flow and contaminant transport modeling as well as design of several remediation systems.  In addition, he has performed hundreds of projects involving Phase I and Phase II assessments, consulting for legal counsel, environmental compliance audits, air permits air modeling, emissions inventories, TRI Form R/A, Tier I/II, materials inventory software, storm water pollution prevention plans and spill prevention control and countermeasures plans.

David J. King, Certified Professional Geologist

Technical Specialty:  Investigation and Remediation of Contaminated Soil and Groundwater.

Mr. King has over 18 years of environmental experience, including over 8 years of investigation and remediation of contaminated soil and groundwater.  Other areas of experience have included geographic information systems (GIS), landfill monitoring, wetland delineation, asbestos abatement, acid mine drainage and geological exploration.  He has a B.S. degree in Geology from Indiana University and is a Certified Professional Geologist in Indiana, a Certified Professional Geologist in Kentucky , and a Registered Professional Geologist in Pennsylvania .

Mr. King is a project manager in the Indianapolis office and is responsible for performing Phase I and Phase II site investigations and Brownfield investigations and remediations.  He has considerable experience in designing, implementing, and managing investigation and remediation projects.  Mr. King has experience in investigation and clean-up of numerous petroleum sites including tank removals, site characterizations, corrective action plans, remediation and monitoring.  Mr. King has conducted numerous geological/hydrogeological studies of solid waste landfills, including field operations leader for a CERCLA RI/FS at a landfill on the Superfund list.  He has conducted contaminant, hydrogeologic and geotechnical investigations of factories, abandoned mines and bedrock contamination areas.

David W. Scovel, Geologist, Project Manager

David W. Scovel joined BCA Consultants, Inc. as an Environmental Scientist in the Spring of 2005 after completing a two-year contract with BCA conducting well surveys in 2004.  Mr. Scovel graduated from Ball State University in 2000 with a Bachelor of Science degree in Geology.  He had worked for three years as a field geologist for the Indiana Geological Survey and the Indiana Department of Transportation before joining BCA.  His experience includes field sampling, data management, and water well monitoring.  His primary duties include conducting Phase I and Phase II Environmental Site Assessments.

David Donathen, Manager of Contract Operations

Mr. Donathen graduated with a degree in Public Affairs and Environmental Policy from Indiana University .  He is an environmental professional with multiple certifications in waste water and drinking water operations, as well as a wide-range experience in utilities management, project management and employee safety programs.  Before joining BCA, Mr. Donathen served as Environmental Health and Safety Manager for National-Standard Company in Niles , Michigan , and was directly responsible for the environmental and safety compliance, policy implementation and training for 250 employees.  He also developed several waste minimization projects, with a potential annual savings of $200,000 in waste disposal costs.  Mr. Donathen also served as Public Works Director for the Town of Albion, IN, Operator for the Chain O’Lakes Correctional Facility Waste Water Treatment Plant in Albion , IN , Superintendent for the Town of LaGrange , IN Waste Water Treatment Plant and Environmental Manager for Maple Leaf Farms, Inc.  In addition, Mr. Donathen has also provided services to General Mills in New Albany , IN , Precision Extrusion in Bensenville , IL and Baycote Metal Finishing in Mishawaka , IN.

Mr. Donathen is a member of the American Water Works Association, Water Environment Federation, Indiana Rural Water Association, Indiana Water Environment Association and Northern Indiana Operators Association.

Elizabeth Hill, Project Manager, Technician

Miss Hill graduated with degrees in Environmental Administration and Political Science from the University of Evansville in Evansville , Indiana .  Since joining BCA in March of 2003, she has been extensively involved with air monitoring and compliance projects.  These projects have included emission inventories, annual compliance certifications and both quarterly and monthly emissions record keeping.  Miss Hill has also prepared EPCRA Section 313 Form R reports.  Miss Hill has had experience with a broad range of manufacturing operations including surface coating, RV and mobile home manufacturing, piano manufacturing, diesel engine manufacturing, fiberglass fabrication and meat rendering operations.  She has also assisted clients with air permit modifications, renewals and amendments.  She has also assisted clients with Maximum Achievable Control Technology (MACT) compliance reports and Best Available Control Technology (BACT) analysis.  Ms Hill is a member of the Environmental Management Association of Northern Indiana and the Elkhart Chamber of Commerce Environmental Council.  Miss Hill recently completed “Environmental Managers Training Series” offered through the Environmental Institute and BCA.
