Workshop Based ISO 14000 Implementation Program

1.0 Brief Description of the Program

In 1996, the Indiana Business and Modernization Technology Corporation developed an interactive workshop based quality management program that assisted industries wishing to achieved compliance with ISO 9001 and QS 9000. Working with a network of industry throughout Indiana, IBMT was successful in improving the competitiveness of Indiana industries participating in the program. IBMT now proposes to use this model by offering a workshop based ISO 14000 implementation program. Bruce Carter Associates, L.L.C. (BCA) and Malcolm Pirnie (MP) will be the primary service providers for this program. The proposed program will work with a network of participating industries throughout Indiana, assisting participating industries in becoming audit ready with respect to the international standard for environmental management, ISO 14000. By participating in this program, industries will improve their cost control and competitiveness by developing a comprehensive environmental management system designed to comply with the international standards. By participating in this program, industries will not only develop a comprehensive approach to environmental protection, but will improve their competitiveness with respect to the international market. Other benefits are addressed below.

2.0 Brief Description of ISO 14000

About 10 years ago, ISO, the Geneva-based non-governmental agency (90 member countries) that establishes international technical and safety standards, decided to develop quality management standards as well. These were embodied in ISO 9000 and subsequently became widely accepted throughout the world. Now, in response to growing international concern with environmental issues, ISO is has developed standards for environmental management, ISO 14000.

ISO 14000 is a new series of standards that were formulated to promote a common approach to environmental management. ISO 14000 offers guidance on how companies can manage their environmental impacts through establishing an effective environmental management system (EMS). ISO 14000 is expected to become a harmonized, worldwide standard for environmental management.

Environmental management is no longer just a guidance manual or a job description, but is a new paradigm. It is a powerful industry tool that integrates the facility's organization, operations, procedures, customer service, and marketing activities in defining environmental and regulatory compliance options. This broad and multifaceted approach has the following potential benefits:

3.0 Participating Industries

This program is intended to benefit a broad base of industry categories. The primary target industry sector will be the automotive related industries in Indiana. The reason for this focus will be to improve the competitiveness of this industry sector with regard to their customer relationship with the automotive manufacturing community. In addition, some support industries, such as power generating plants may also participate. As part of this program, IBMT in conjunction with BCA-Malcolm Pirnie will solicit membership from a broad base of manufacturing plants located in Indiana.

4.0 Program Elements

The program elements are broken down into three basic components:

Component 1 Interactive Workshops

IBMT will offer a series of interactive workshops designed to provide a workshop based implementation plan to ensure that a manufacturing facility is "audit ready" for ISO 14001, the EMS registration specification. The interactive workshops will be scheduled 4-6 weeks apart, and will include the follow topics:

Component 2 Optional Lead Auditor Training

A two day program will be offered at the completion of above five sessions. This program will offer an opportunity for participants to complete ISO 14012 Lead Auditor Training. This is subject to review by the Registration Accreditation Board (RAB) (the EMS auditor certifying body) and will be offered at an additional cost above the five implementation sessions identified in Component 1. This session will include the following elements:

Component 3 Self Assessment Audit

Participants in the program that are qualified as lead auditors will form audit teams to be assigned to the participating facilities for a self auditing function. This function will serve as a self assessment to determine if a participating facility is in compliance with ISO 14000 standards. A key benefit of this program will be the interaction between network participants as they review the program participant's individual facilities and to gain required audit experience if they wish to become certified EMS auditors.

Component 4 Results Conference

Participants would voluntarily provide a discussion of their environmental management systems and program in a conference format open to the public. This will provide an opportunity to fulfill the public involvement guideline in the ISO 14001 specification, generate further opportunities for technology transfer with other manufacturers, and foster improved industry/government/community relations.

5.0 Cost and Grant Request

Based upon past experience, IBMT expects between 20-30 facilities to participate in the program. Preliminary estimates of the cost of the program range between $8,000-$12,000 per participating facility. This would allow up to three participants per facility to attend the interactive workshops. It would also include the preparation of the workshop materials as well as a budget for conducting the self assessment audit. Cost of the interactive workshops (Component 1) and self assessment (Component 3) therefore will range between $160,000 and $360,000. The optional lead auditor training program will be offered at a cost of approximately $1,200 per participant. Between 10-30 participants are expected to elect this option, resulting in a cost ranging between $12,000 and $36,000. The total cost of the program therefore will range between $172,000 and $396,000. Based upon Indiana Department of Commerce Strategic Development Fund Grant Guidelines, IBMT is requesting a grant for 50% of the proposed cost.

IBMT will solicit specific participating members, and obtain the necessary memorandum of agreements after preliminary approval of this concept. IBMT intends to solicit two levels of support as described below. Sponsors

Sponsors will be solicited from large multinational corporations, such as General Motors, Toyota, Ford, and others that may have a vested interest in ensuring that their suppliers meet ISO 14000 standards. Sponsorships will be offered at a cost of $10,000 per company. Soliciting sponsors in this fashion not only provides financial support, but also provides a tacit endorsement of this program by the automotive manufacturing industry. Participants

The remaining 50% match will be solicited from participants in the program. The cost of the program will be shared equally among all participants and a memorandum of agreement will be solicited from participating facilities.

6.0 Qualifications of Service Providers

The Malcolm Pirnie-BCA team was formed to focus Environmental Management Services on the bottom line.

The insights gained by working on industrial environmental problems provides a realistic framework for reducing environmental risks before they become a liability.

Malcolm Pirnie's long standing Environmental Management Program provides comprehensive Environmental Health and Safety (EHS) Services for industry. With a staff of over 1000 professionals, Malcolm Pirnie has offices nationwide from Boston to San Diego, easily accessible to the major population and industrial centers. Through its overseas assignments for major corporations, Malcolm Pirnie has adapted international environmental standards on projects. The firm, an ISO 14000 TC 207 U.S. Technical Advisory Group member, is working with several industrial organizations in a technical advisory capacity.

Bruce Carter Associates is a broad-based environmental consulting firm with offices in Elkhart and  Indianapolis, Indiana. Founded in 1987, BCA has provided services almost exclusively to the private sector and has grown by offering a broadening range of services needed by industry while expanding its geographical base nationwide. BCA offers an extensive range of environmental consulting experience with emphasis on air pollution control. BCA specializes in air permitting, modeling , BACT analysis, prevention of significant deterioration (PSD) and emissions inventory. BCA also offers employee safety training, OSHA compliance services and performs environmental assessments for property transactions. BCA has built its strong reputation by servicing medium to small size manufacturing companies.
