Bruce D. Carter, P.E.
President
Mr. Carter has worked as an environmental professional for 30 years. He began his career in 1971 working first in the Division of Water Quality in Muncie, Indiana then as a consultant to industry. In 1982 he moved to Elkhart , where he worked for two years as Elkhart City Engineer and four years as Director of Environmental Affairs for Miles Inc. From 1986-1988, he served as State Representative for the Third District. In 1987 he established the consulting business he continues to head.
In his experiences, Mr. Carter has served as both a consultant and in-house staff member to a broad range of manufacturing and governmental entities. In this capacity, Mr. Carter has advised numerous facilities on a broad range of environmental issues including solid and hazardous waste, ground water contamination, air emissions, and wastewater and pretreatment concerns. Specifically, Mr. Carter has been responsible for the following projects:
- Investigation, design and construction of remedial measures for a major municipal well field groundwater contamination project in Northern Indiana;
- Permitting, construction and upgrade of a 18-MGD municipal wastewater treatment plant;
- Design, construction and startup of an interceptor well system that protected a municipal well field from ground water contamination;
- Permitting, construction and startup of a $13 million wastewater pretreatment plant for a pharmaceutical facility; and
- Permitting and construction of a sanitary landfill under newly-promulgated landfill design standards.
Recently Mr. Carter has advised numerous manufacturing facilities regarding air emissions issues. Mr. Carter has directed staff at BCA in providing Prevention of Significant Deterioration (PSD) analysis, air emissions inventories, air permitting, air permitting strategy development and air consulting services to numerous manufacturing facilities.
In addition, Mr. Carter has a broad background in professional training. He has served on the staff of Indiana University ’s Division of Continuing Education and Indiana Vocational Technical Institute’s Division of Continuing Education. In addition, Mr. Carter has provided seminars on a broad range of topics including hazardous waste, air permitting, Title V permitting, FESOP permitting and operating agreements.
Born in South Bend , Mr. Carter has a Bachelor of Science degree from Ball State University and a Master of Science degree in Environmental Health Engineering from the University of Notre Dame. From 1987 to 1992, he served on the Indiana Environmental Policy Commission. He is a Registered Engineer in Indiana.
John Kilmer, C.H.M.M.
VP of Technical Services
Mr. Kilmer has over 15 years experience in environmental consulting, primarily in the areas of investigation and remediation of contaminated soil and groundwater, as well as air permitting, hazardous waste, water and regulatory compliance. He has an M.S. degree in Environmental Engineering from the University of Illinois , a B.A. (double major) in Chemistry and in Environmental Science from the University of Virginia. He is a Certified Hazardous Materials Manager - Master Level. He is a member of the Association of Groundwater Scientists and Engineers, and the Indiana Society of Hazardous Materials Managers.
Mr. Kilmer is the manager of the Indianapolis office and is responsible for the technical oversight of all Phase I and Phase II investigation and remediation work performed by BCA. He has extensive experience in soil and groundwater contaminant investigation and remediation, regulatory compliance for manufacturing facilities and air emissions permitting. Mr. Kilmer has managed most of BCA’s major site assessment and remediation projects (see Representative Projects) for the last eight years. His projects have included groundwater flow and contaminant transport modeling as well as design of several remediation systems. In addition, he has performed hundreds of projects involving Phase I and Phase II assessments, consulting for legal counsel, environmental compliance audits, air permits air modeling, emissions inventories, TRI Form R/A, Tier I/II, materials inventory software, storm water pollution prevention plans and spill prevention control and countermeasures plans.
Joel B. Markland
Director of Project Development
Mr. Markland has an Environmental Science and Management degree from Indiana University and a Bachelor of Science in Public Affairs. He has over 16 years of experience in environmental consulting.
Mr. Markland’s experience includes groundwater and soil sampling, landfill design and construction oversight, data management, water well monitoring, and construction quality assurance and quality control of environmental construction projects. Mr. Markland has conducted numerous Environmental Surveys, Phase I and Phase II Environmental Site Assessments and has experience in remedial design as well as oversight of remedial projects. In addition, Mr. Markland has prepared Emergency Planning Community Right to Know Act (EPCRA) Section 313 Form R and Tier II Reports, Annual Compliance Certifications, Emissions Inventories, Hazardous Waste reports, Hazardous Waste Contingency Plans, and various other compliance reports as required by federal, state and local regulators.
Mr. Markland serves as BCA’s Brownfield Coordinator and Government Affairs Specialist providing assistance in public communications, government coordination and all brownfield coordination matters as needed. As a part of these duties, Mr. Markland assists client communities in communicating with regulators and provides council regarding brownfield funding assistance including outlining funding options (grants, loans, insurance recovery, etc.) and writing grant and loan applications.
Mr. Markland also coordinates new client development for industrial and commercial client facilities.
Mark R. James, L.P.G.
Senior Geologist
Mr. James has over 26 years of experience in environmental consulting with 15 years serving as a
branch manager and vice president of an environmental consulting firm. He has a Bachelors of Science degree in geology from Indiana University and is an active member in NGWA’s Association of Ground Water Scientists and Engineers.
Mr. James served as a technical advisor on numerous site characterizations involving petroleum and chlorinated hydrocarbons and using surface geophysics, aquifer pumping and slug tests, capture zone analysis, soil boring and monitoring well installations, soil gas surveys, and vapor intrusion studies.
His interest now lies in expedited site characterizations, site conceptual modeling, high density site investigations, and managing data uncertainty.
He has a vast amount of experience performing and evaluating pilot test studies involving soil vapor extraction, horizontal well pump and treat, angled and vertical air sparging, multi-phase vapor extraction, in-situ chemical oxidation, enhanced bio-remediation, and geochemical sampling for monitored natural attenuation for both petroleum and chlorinated hydrocarbon sites.
He is active in IDEM’s LUST, VRP, and State Cleanup programs working for various stakeholders, attorneys, and government agencies.
David J. King, L.P.G.
Project Manager
Technical Specialty: Investigation and Remediation of Contaminated Soil and Groundwater.
Mr. King has over 18 years of environmental experience, including over 8 years of investigation and remediation of contaminated soil and groundwater. Other areas of experience have included geographic information systems (GIS), landfill monitoring, wetland delineation, asbestos abatement, acid mine drainage and geological exploration. He has a B.S. degree in Geology from Indiana University and is a Certified Professional Geologist in Indiana, a Certified Professional Geologist in Kentucky , and a Registered Professional Geologist in Pennsylvania.
Mr. King is a project manager in the Indianapolis office and is responsible for performing Phase I and Phase II site investigations and Brownfield investigations and remediation. He has considerable experience in designing, implementing, and managing investigation and remediation projects. Mr. King has experience in investigation and clean-up of numerous petroleum sites including tank removals, site characterizations, corrective action plans, remediation and monitoring. Mr. King has conducted numerous geological/hydrogeological studies of solid waste landfills, including field operations leader for a CERCLA RI/FS at a landfill on the Superfund list. He has conducted contaminant, hydrogeologic and geotechnical investigations of factories, abandoned mines and bedrock contamination areas.
David W. Scovel, L.P.G.
Project Manager
David W. Scovel joined Bruce Carter Associates full time as an Environmental Scientist in the Spring of 2005 after completing a two-year contract with BCA conducting well surveys in 2004. Mr. Scovel graduated from Ball State University in 2000 with a Bachelor of Science Degree in Geology, and is a Licensed Professional Geologist. He had worked for three years as a field geologist for the Indiana Geological Survey and the Indiana Department of Transportation before joining BCA. His experience includes field sampling, data management, and water well monitoring. He has conducted numerous Phase I and Phase II Environmental Site Assessments and implementation of remediation systems.
Elizabeth Hill
Senior Project Manager
Miss Hill graduated with degrees in Environmental Administration and Political Science from the University of Evansville in Evansville, Indiana. Since joining Bruce Carter Associates in March of 2003, she has been extremely involved with air monitoring and compliance projects. These projects have included emission inventories, compliance certifications and emissions recordkeeping and reporting. Miss Hill has also prepared Emergency Planning Community Right to Know Act (EPCRA) Section 313 Form R and Tier II Reports. Miss Hill has experience with a broad range of manufacturing operations including surface coatings, RV and mobile homes, pianos, diesel engines, fiberglass, meat rendering, biodiesel, steel mills, coke and coal handling facilities and foundries. She has facilitated air permit modifications, renewals, amendments and Plantwide Applicability Limits (PAL) for clients. Additionally, she has experience with Maximum Achievable Control Technology (MACT) compliance reports and Best Available Control Technology (BACT) analysis. Miss Hill has also done extensive work with GAP analysis for a variety of National Emission Standards for Hazardous Air Pollutants (NESHAP). Currently, she is assisting numerous clients with NESHAP implementation, compliance programs and required reporting and recordkeeping. Miss Hill also routinely conducts environmental compliance auditing and work.
Since completing the ISO 14001 Lead Auditor Training in August 2006 Miss Hill has been highly involved with Environmental Management Systems (EMS). Her duties have included coordinating internal audits of the current EMS system entailing tracking corrective action records, ranking and identifying significant environmental aspects and reviewing and updating environmental management plans and legal and other requirements. She has also worked on third party surveillance audits.
Miss Hill currently participates in the Elkhart Chamber of Commerce Environmental Council. She has completed “Environmental Managers Training Series” offered through the Environmental Institute and Bruce Carter Associates, L.L.C. Other training includes DOT 126F Hazardous Materials for Safe Transportation per 49 CFR 173, ISO 14001 Lead Auditor Training and Practical Compliance with EPA Regulations sponsored by the Indiana Chamber of Commerce. She was a member of the Environmental Management Association of Northern Indiana until its closure in 2006.
Don Taylor,
Project Manager
Mr. Taylor has a Bachelors Degree in Bible Education from Faithway Baptist Bible College. He has over 20 years experience in Environmental and Safety Compliance working for area manufacturers.
Mr. Taylor’s experience includes submitting permit applications for major and minor sources, prepared Emergency Planning Community Right to Know Act (EPCRA) Section 313 Form R and Tier II Reports, Emissions Inventories, Emissions Statements, Compliance Certifications, and various Local, State and Federal compliance reports. Mr. Taylor has written Hazardous Waste Contingency Plans, Hazardous Waste Reports, and implemented projects that reduced Hazardous Waste in several facilities. He is also a certified ISO 14001 EMS Lead Auditor and regularly conducts audits at client facilities.
Mr. Taylor also has experience with Maximum Achievable Control Technology (MACT) compliance reports and Best Available Control Technology (BACT) analysis, and with GAP analysis for National Emission Standards for Hazardous Air Pollutants (NESHAP) for Wood Furniture, Reinforced Plastic Composite Production, and Miscellaneous Metal Parts to name a few.
Mr. Taylor has served on the Elkhart Chamber of Commerce Environmental Council, and has certifications in 40 hour HAZWOPER (1999) and OSHA 32-Hour Training (1999).

James C. Heim, C.T.C., E.P.
Senior Project Manager
Mr. Heim has worked as an environmental and safety professional for over 30 years. He began his career at National Steel Corporation working on the first court ordered environmental project in the State of Michigan. The project involved installing air emission controls on the coke ovens and expanding the wastewater treatment system at the Zug Island Blast Furnace Division.
During his career Mr. Heim has work as both a consultant and an in-house staff member for a broad range of industries. He has worked with numerous facilities on a full range of environmental and safety issues. These have included projects and implementation of systems in the areas of; solid and hazardous waste, soil and groundwater contamination, air emissions, air and wastewater permitting, wastewater and pretreatment systems, material recycling, OSHA compliance, behavior based safety programs, worker compensation and DOT requirements. He has done extensive training for facilities in both environmental and safety topics. Mr. Heim has provided his expertise to companies such as General Electric, United Technologies, Unistrut, GenCorp, Ferro, National Steel Corporation, Bayer and Utilimaster. Mr. Heim has been responsible for the following projects:
- Remediation and demolition of an 800,000 square foot metal plating and die casting facility;
- Remediation and removal of a wastewater treatment settling basin under the IDEM - VRP;
- Remediation of a 8 acre on site disposal area under the IDEM - VRP;
- Remediation of a PCB contaminated sewer system under the IDEM - VRP;
- Engineered a centralized lubrication and cleaning system for a metal working facility;
- Conducted performance stack testing of thermal oxidizers for a substantial energy reduction;
- Implemented several Behavior Based Safety Programs in industry;
- Performed extensive training for: RCRA, SPCC, OSHA compliance, and D.O.T. requirements.
Mr. Heim received a Bachelor of Science degree in Chemical Engineering from Michigan Technological University and a Master of Business Administration degree from Indiana Wesleyan University. He served in both the US Navy and US Coast Guard Reserve for 28 years before retiring. Mr. Heim holds certifications as; Class “D” Wastewater Treatment Operator from the IDEM, OSHA General Industry Outreach Trainer from OSHA Department of Labor, and as a Training Consultant from Ball State University.
