Bruce Carter Associates, LLC is a leader in Brownfield redevelopment. BCA understands the concerns about environmental liability that municipalities, potential owners and developers experience. We have helped client communities develop long-term funding strategies for Brownfields to minimize the impact on local government funds and leverage local investments to maximize the benefit to the community. BCA has been an integral part of obtaining funding for investigation and remediation projects for client communities. Our Team maintains an open dialogue with regulatory agencies and frequently meets with Indiana Finance Authority/Indiana Brownfield Program (IFA/IBP) staff to assure we can successfully assist our clients to leverage funding in the most effective manner. BCA’s expertise and experience acquiring brownfield financing as well as our design and management of assessment and remediation projects has resulted in the successful completion of numerous projects and the investment of many millions of redevelopment dollars for our client communities.
BCA assists client communities with U.S. EPA assessment, remediation or training grant applications as well as provides technical services to successfully leverage this funding, once awarded, to maximize their return on investment and significantly reduce the risk and cost of redevelopment. Our Team is well prepared to assist client communities in obtaining funds and implementing effective projects using grant resources from the EPA.
SITE INVESTIGATION AND REMEDIATON SERVICES
The BCA Team has assisted clients by identifying potential future liabilities associated with hundreds of pieces of real property for over 20 years. BCA provides environmental consulting support with Phase I Environmental Site Assessments (Phase I ESA) performed in accordance with ASTM E 1527-05 and the U.S. EPA All Appropriate Inquiry (AAI) rule (40 CFR 312). Subsequent investigations to confirm and delineate environmental liabilities (Phase II and Remedial Investigations) are based upon the detailed identification of potential liabilities in the Phase I ESA.
BCA is flexible in the design of the site inspections and Phase I & II ESAs. BCA will add or modify inspection or ESA elements to meet the specific needs or existing knowledge the client. Such specialized elements may include focus on asbestos, PCB equipment, or wetlands.
BCA has a long history of assisting clients to obtain the funds to investigate and remediate contaminated properties. Funding options include insurance recovery, grant funding and loan funding. BCA can assist clients to develop a financial plan for obtaining funds to investigate and remediate a site, obtaining remediation gap funding to make the site attractive to developers and developing risk management tools to ensure that owners and developers are not held liable for cleanup costs (or these costs are factored into redevelopment costs).
